Background of the study :
Out-of-school youth often face unique challenges, including limited access to formal education and training opportunities, which can hinder their social and economic advancement. In Moro Local Government Area, Kwara State, vocational training has been identified as a strategic intervention to bridge this gap and empower these youths with marketable skills. By offering specialized programs tailored to the needs of out-of-school youth, vocational training provides an alternative route to traditional academic paths, enabling participants to acquire practical skills that are directly applicable in the labor market. Recent research (Olabisi, 2023; Eze, 2024) suggests that vocational training not only improves technical proficiency but also boosts confidence and fosters entrepreneurial mindsets among participants. The curriculum often encompasses a broad range of skills—from technical trades such as carpentry and welding to creative fields like tailoring and digital literacy—ensuring that the training is responsive to both local market demands and the interests of the youth. This approach aims to address the socio-economic challenges faced by out-of-school youth by enhancing their employability and enabling them to create sustainable livelihoods. Moreover, vocational training initiatives in Moro are frequently supported by community-based organizations and local government agencies that facilitate access to resources and mentorship opportunities. These collaborative efforts are designed to overcome the systemic barriers that often limit the participation of out-of-school youth in formal training programs. The integration of vocational training into the broader socio-economic framework of Moro is expected to lead to increased self-reliance, reduced unemployment rates, and improved overall community development. Through hands-on learning and practical application, the study of vocational training among out-of-school youth provides valuable insights into how alternative education strategies can transform lives and contribute to local economic growth, thereby fostering a more inclusive and dynamic workforce.

Statement of the problem :
Out-of-school youth in Moro Local Government Area continue to experience significant disadvantages due to limited educational opportunities and a lack of access to practical skill development programs. Despite various vocational training initiatives introduced to address these issues, there remains a substantial gap in the effective delivery and uptake of such programs. Many out-of-school youth report that existing training programs are not fully aligned with their needs or local market opportunities, resulting in underdeveloped technical skills and reduced employment prospects (Bello, 2023). Additionally, challenges such as inadequate training facilities, insufficient funding, and a shortage of qualified instructors have contributed to the uneven quality of vocational programs. This has led to a scenario where, despite the availability of vocational training, the intended benefits of enhanced skills acquisition and improved employability are not being fully realized. Consequently, these youths continue to face barriers to economic participation and sustainable livelihood opportunities. The study seeks to identify the core challenges that hinder the effective implementation of vocational training programs for out-of-school youth in Moro. By examining the specific factors that contribute to the disconnect between training outcomes and market demands, the research aims to provide actionable recommendations for improving program design, resource allocation, and stakeholder collaboration. The ultimate goal is to develop a framework that enhances the efficacy of vocational training, ensuring that it meets the practical needs of out-of-school youth and promotes long-term economic empowerment (Ibrahim, 2024).

Objectives of the study:

  1. To assess the impact of vocational training on skills acquisition among out-of-school youth.

  2. To identify the challenges that hinder effective program delivery.

  3. To recommend strategies for improving vocational training outcomes for out-of-school youth.

Research questions:

  1. How does vocational training influence skills acquisition among out-of-school youth?

  2. What challenges are associated with the delivery of vocational training in Moro?

  3. How can vocational training programs be optimized to better serve out-of-school youth?

Research Hypotheses:

  1. Vocational training significantly enhances skills acquisition among out-of-school youth.

  2. Inadequate resources and infrastructure limit the effectiveness of training programs.

  3. Improved program design leads to higher skill acquisition rates.

Significance of the study :
This study is significant as it investigates the role of vocational training in empowering out-of-school youth in Moro. By identifying and addressing challenges in training delivery, the research aims to enhance skills acquisition and improve employment prospects. The outcomes will provide policymakers and educators with actionable insights to foster economic inclusion and support sustainable community development among marginalized youth groups (Chukwu, 2023).
